Second condition: the garment itself must not be an adornment.
This is based on the Almighty’s statement in the previously cited verse from Sūrat al-Nūr: “and they should not display their adornment” (24:31). The wording is all-inclusive, covering any outer clothing that is ornamented in such a way that it draws men’s attention. The same point is affirmed by His words, exalted is He, in Sūrat al-Aḥzāb (33:33): “And remain in your homes, and do not flaunt yourselves with the flaunting of the former Age of Ignorance.”
The Messenger of Allah ﷺ also said: “Three people, do not ask about them 1: a man who parts from the community, disobeys his leader, and dies in that state; a male or female slave who escapes and then dies; and a woman whose husband is absent, who has been provided for, yet she adorns herself after his departure—do not ask about them.” 2
