Among the people were those who performed tamattuʿ and therefore drove their sacrificial animals from Dhū’l-Ḥulayfah, while others brought no sacrifice at all.
When the Prophet ﷺ reached Mecca he said to the people, “Whoever among you has driven forward a sacrificial animal must remain in iḥrām and may not relax any of the prohibitions until he has completed his Ḥajj. Whoever among you has not brought a sacrifice should circumambulate the House, walk between Safa and Marwah, trim his hair and exit iḥrām; thereafter he should enter iḥrām for Ḥajj and offer a sacrifice. If he cannot find an animal to sacrifice, let him fast three days during Ḥajj and seven when he returns to his family.”
Upon his arrival in Mecca, the Messenger of Allah ﷺ touched the Black Stone first, then performed seven circuits around the Kaʿbah, jogging the first three and walking the remaining four. When he completed the ṭawāf he prayed two rakʿahs beside the Station of Abraham. He then proceeded to Safa and made seven circuits between Safa and Marwah, and he did not lift any of the restrictions of iḥrām until he had finished his pilgrimage.
On the Day of Sacrifice he slaughtered his offering, then made the ifāḍah and circumambulated the House; after that he was released from everything that had been forbidden to him.
Those of the people who had brought their sacrificial animals did exactly as the Messenger of Allah ﷺ had done.
Overall meaning
When the Prophet ﷺ set out for Dhū’l-Ḥulayfah—the miqāt of the people of Madinah—to perform the pilgrimage in which he would bid farewell to the House, to the rites of Ḥajj, and to the people, having delivered the message in full and taken them as witnesses, he entered iḥrām for both ʿumrah and Ḥajj together, thereby performing qirān, which itself counts as a form of tamattuʿ.
The people performed tamattuʿ along with the Messenger of Allah ﷺ. Some entered iḥrām for both rites together, some entered iḥrām for ʿumrah intending to enter iḥrām for Ḥajj once they had finished it, and others singled out Ḥajj alone. He had granted them the choice among these three modes.
The Prophet ﷺ and some of his Companions drove their sacrificial animals from Dhū’l-Ḥulayfah, while others did not.
When they drew near to Mecca he urged those who had not brought a sacrifice—whether they had opted for ifrād or qirān—to annul their Ḥajj and turn it into an ʿumrah.
After they had completed the ṭawāf and the saʿy he stressed that they should shorten their hair and exit the state of iḥrām of their ʿumrah, and then—
