Its chain of transmission is sound, and Ibn Nasr also recorded it (no. 136).
This Muʿadh is a young Companion—as stated in al-Taqrib—namely Muʿadh b. al-Harith al-Ansari al-Najjari, one of those whom ʿUmar b. al-Khattab appointed to lead the people in the place where they prayed tarawih.
It is further established, in the report describing Ubayy b. Kaʿb’s leadership of the believers in the night prayer of Ramadan, that he would send blessings upon the Prophet at the end of the qunut, and this occurred during ʿUmar’s caliphate. Ibn Khuzaymah relates it in his Sahih (no. 1097). Because the early generations actually practised this, the addition is legislated; one should therefore avoid declaring it a bidʿa without qualification. Allah knows best.
As for invoking blessings upon the Prophet in the qunut of the dawn (fajr) prayer, nothing at all has been transmitted. Ibn al-Qayyim observes that it was borrowed from the qunut of witr by analogy, just as the very text of this supplication was similarly transferred to the fajr qunut.
I would add, however, that a hadith with a weak chain has been reported: when the Messenger of Allah raised his head from bowing in the second rakʿa of the fajr prayer he would raise his hands and recite the supplication, “O Allah, guide me among those You have guided …” and so forth. Al-Hakim produced it in his treatise on qunut—outside the Mustadrak—through the route of ʿAbd Allah b. Saʿid al-Maqburi, from his father, from Abu Hurayrah. The isnad is weak. Al-Hafiz (3/432) mistakenly attributed it to the Mustadrak. He states in Zad (1/98):
