And I heard ʿAbd Allah ibn ʿUmar say that the Messenger of Allah (peace and blessings be upon him) declared, “Everything is by divine decree—even incapacity and aptitude, or aptitude and incapacity.”

Al-Layth likewise reported—through Tawus, from Ibn ʿAbbas—that Allah says, “Indeed, We created everything according to a precise measure” (Q 54:49), and he added: “even incapacity and aptitude.”
