I would have declared this chain of transmission authentic. Concerning this hadith, al-Mundhirī stated in al-Targhīb (2/170): “It was reported by al-Bazzār and al-Ṭabarānī in al-Awsaṭ, and both their chains are good and strong.” Al-Haythamī said (6/269): “It was reported by al-Ṭabarānī in al-Awsaṭ and al-Kabīr, and by al-Bazzār. The narrators in al-Ṭabarānī’s chain are narrators of the Ṣaḥīḥ, apart from ʿAbd al-Wahhāb ibn Bakht, who is trustworthy.”
629 — “No ruler shuts his door against people in need, poverty, and destitution except that Allah shuts the gates of heaven against his own need, poverty, and destitution.”
It was recorded by al-Tirmidhī (1/249), al-Ḥākim (4/94), and Aḥmad (4/231), through ʿAlī ibn al-Ḥakam, who said: Abū al-Ḥasan narrated to me from ʿAmr ibn Murrah, who said: I said to Muʿāwiyah ibn Abī Sufyān, “I heard the Messenger of Allah, may Allah’s blessings and peace be upon him,” and he then mentioned it. Muʿāwiyah therefore appointed a man to attend to the people’s needs.
Al-Ḥākim said: “Its chain of transmission is authentic,” and al-Dhahabī agreed with him. This is one of their mistakes, for this Abū al-Ḥasan is al-Jazarī. Al-Dhahabī himself said in his entry on him in al-Mīzān: “ʿAlī ibn al-Ḥakam alone transmitted from him.” Ibn Ḥajar said in al-Taqrīb: “Unknown.”
However, the hadith has another authentic chain with the wording: “Whomever Allah entrusts with any matter concerning the Muslims, then he closes himself off from their needs, poverty, and want, Allah will close Himself off from his needs, poverty, and want.”
It was recorded by Abū Dāwūd (2948) and al-Tirmidhī, though the latter did not cite its wording,
