And Allah Most High says:
“The mosques are for Allah, so do not invoke anyone alongside Allah.”
[Surah al-Jinn: 18]
He did not say, “And that the shrines [are for Allah.”
And He says:
“And mosques in which Allah’s name is mentioned often.”
[Surah al-Hajj: 40]
He did not say, “And shrines.]” (1).
And He says:
“In houses which Allah has ordained to be raised and in which His name is remembered, He is glorified there morning and evening—by men whom neither trade nor sale distracts from the remembrance of Allah, the establishment of prayer, and the giving of zakāh.”
[Surah al-Nūr: 36–37]

Furthermore, it is known through mass-transmitted reports—indeed, it is necessarily known (3) as part of the religion of Islam—that the Messenger of Allah (4)—may Allah bless him and grant him peace—prescribed for his community that mosques be maintained through prayer and that people gather in them for the five daily prayers, the Friday prayer, the two Eid prayers, and other such acts. He did not prescribe for his community that they build over the grave of any prophet or righteous man (—whether from the Prophet’s household or anyone else—either a mosque (5) or a shrine. Nor, during his lifetime—may Allah bless him and grant him peace—was there) (6) any shrine in Islam (6 built over a grave. Likewise, during the time of his Rightly Guided Caliphs, his three Companions, Ali ibn Abī Tālib, and Muāwiyah, there was no shrine in their time 6) (7) built over the grave of any prophet or anyone else—not over the grave of Abraham, the Friend of Allah, nor over (8) that of anyone else.
