And these men say the same (1) regarding the motion of the celestial sphere: it moves continually by its own will and power, without any cause necessitating its possession of will and power, although its will, power, and motions are temporally originated after not having existed (2), arising without anything that made it willing and moving. What is possible has thus come to be without the complete preponderating factor that necessitated its preponderance, and a temporal event has occurred without the complete cause that necessitated its occurrence.
Yet they denounce the Qadariyya for saying:
An agent possessed of power gives preponderance to one of two alternatives within his power without a preponderating factor, but rather through an act of will (* which [he himself] (3) originates, without anyone else producing that will in him. They say that he brought the will about without another act of will *) (4).
Regarding the motion of the celestial sphere, however, these men go even further than that, thereby contradicting their own sound principles. If they acknowledge that temporally originated acts of will and motions (5) arise only through a cause that necessitates their occurrence, and that (6), when the cause is complete, they must occur, whereas when it is deficient, their occurrence is impossible, they must know that what they have said concerning the eternity of the world and the cause of temporal events is false.
For in their view, there is no cause beyond the celestial sphere necessitating the occurrence of the conceptions and acts of will that arise within it, except something of the same kind as that possessed by a created being dependent upon the Necessary
