This creational will is the one mentioned in the words of Allah Most High:
“Whomever Allah wills to guide, He opens his heart to Islam; and whomever He wills to lead astray, He makes his heart tight and constricted.”
[Surah al-Anām: 125].
And in His words:
“My counsel will not benefit you, even if I wish to counsel you, if Allah wills to lead you astray. He is your Lord.”
[Surah Hūd: 34].
And in the Muslims’ saying: “Whatever Allah wills comes to pass, and whatever He does not will does not come to pass.”
And in His words:
“Had We willed, We would have given every soul its guidance.”
[Surah al-Sajda: 13], and similar verses.
The legislative will is the one mentioned in His words:
“Allah intends ease for you and does not intend hardship for you.”
[Surah al-Baqara: 185].
And in His words:
“Allah wishes to accept your repentance, whereas those who follow their desires wish you to deviate greatly. Allah wishes to lighten your burden, for man was created weak.”
[Surah al-Nisā: 27–28].
And in His words:
“Allah does not intend to impose any hardship upon you, but He intends to purify you and to complete His favor upon you.”
[Surah al-Māida: 6], and similar verses.
If it is asked, “Does a command necessarily entail will, or does He command what He does not will?” the answer is: It does not entail the first kind of will, which is (1) the will to create. Thus, not everything Allah commands is something He wills to create and cause the servant who is commanded to perform. The Qadariyya deny that He wills this because, in their view, He does not make anyone a doer, nor does He
