Minhaj as-SunnahIbn Taimiya

He Most High also said:

“Allah does not intend to impose hardship upon you, but He intends to purify you and to complete His favor upon you, so that you may be grateful.”

[Surah al-Mā'ida: 6]

He Most High also said:

“Allah intends to make matters clear to you, guide you to the ways of those who came before you, and turn to you in mercy. Allah is All-Knowing, All-Wise. Allah intends to turn to you in mercy, whereas those who follow their desires want you to deviate greatly. Allah intends to lighten your burdens, for man was created weak.”

[Surah al-Nisā': 26–28]

Allah Most High also said:

“Allah only intends to remove impurity from you, O People of the Household, and to purify you completely.”

[Surah al-Ahzāb: 33]

All these things that He wills are matters He has commanded His servants to do. Some of them obeyed, while others disobeyed. It is therefore known that He may will that His servants do something they nevertheless do not do, just as He commands them (1) to do what they do not do.

The compulsionist Qadarites among the Jahmiyya, together with those who followed them, said:

Rather, His will encompasses whatever comes into existence, but not what does not come into existence. Muslims unanimously affirm: “Whatever Allah wills comes to pass, and whatever He does not will does not come to pass.” Moreover, to will something He knows will not occur amounts to mere wishing. He—Glorified is He—has said:

“Allah causes the wrongdoers to go astray, and Allah does whatever He wills.”

[Surah Ibrāhīm: 27]

Thus, whatever He wills, He does.

He Most High also said:

“Had We willed, We would have given every soul its guidance.”

[Surah al-Sajda: 13]

It is therefore known that He did not will this and did not will guidance for every person, even though He had commanded it.

(1) (H), (R), and (Y) read: “as He commanded them.”
