Allah Most High said:
“Had Allah willed, they would not have fought one another, but Allah does whatever He wills.”
[Surah al-Baqarah: 253]
And He Most High said:
“Whomever Allah wills to guide, He opens his heart to Islam; and whomever He wills to lead astray, He makes his heart narrow and constricted, as though he were climbing into the sky.”
[Surah al-An‘ām: 125]
And He Most High said:
“Had your Lord willed, they would not have done so. So leave them and what they fabricate.”
[Surah al-An‘ām: 112]
And He Most High said:
“Never say of anything, ‘I will certainly do that tomorrow,’ without adding, ‘if Allah wills.’”
[Surah al-Kahf: 23–24]
The Muslim scholars unanimously agreed (1) that if a man were to say, “I will certainly pray Zuhr tomorrow, if Allah wills,” or, “I will certainly repay the debt I owe,” while his creditor is demanding payment, or, “I will certainly return this deposit” (2), and the like, but then failed to do so, he would not have broken his oath. If divine will meant command, he would have broken it (3).
And He said concerning Abraham:
“Our Lord, make us both submissive to You, and from our descendants a community submissive to You, and show us our rites.”
[Surah al-Baqarah: 128]
And He Most High said:
“By it He leads many astray, and by it He guides many.”
[Surah al-Baqarah: 26]
And He Most High said:
“Know that Allah comes between a person and his heart.”
[Surah al-Anfāl: 24].
