Sharḥ Riyāḍ al-ṢāliḥīnIbn al-'Uthaymin

claim to have believed in Allah and His Messenger. How can that be when they want their disputes settled by the ṭāghūt, even though they were commanded—by Allah Himself—to reject the ṭāghūt altogether? Yet they still insist on referring judgment to it. “Satan only wants to lead them far astray” (al-Nisāʾ 4:60); that is, the devil seeks to drive them a long way— not just a little—away from Allah’s religion, for whoever rules by anything other than Allah’s law has fallen into the worst and most remote form of misguidance.

Allah, exalted is He, then says: “When it is said to them, ‘Come to what Allah has sent down and to the Messenger,’ you see the hypocrites turn away from you in aversion” (al-Nisāʾ 4:61). In other words, whenever they are summoned to what Allah has revealed—the Qur’an—and to the Messenger, you see the hypocrites shrinking from you in utter withdrawal. The verse does not say “you see them” but explicitly names them “the hypocrites” to make clear that these individuals are indeed hypocrites, substituting the noun for the pronoun to highlight this point and to include them along with every other hypocrite. A hypocrite—may Allah protect us—turns away and refuses when he is called to Allah and His Messenger.

“How will it be when a calamity strikes them for what their own hands have sent ahead, and then they come to you swearing by Allah, ‘We only wanted good and reconciliation’?” (al-Nisāʾ 4:62). That is, what will their condition be when a disaster befalls them, laying bare their faults for all to see? They will then come to you, swearing by Allah—though they lie—“We only intended good and harmony,” meaning: we sought nothing but benevolence and a reconciliation between the sharia and the man-made statutes. Yet no reconciliation can ever exist between Allah’s judgment and the judgment of the ṭāghūt. Even if a provision of a man-made code were, hypothetically, to coincide with Allah’s ruling, it would still be Allah’s ruling, not the ruling of the ṭāghūt. For this reason, whatever issues in the man-made codes
