Sharḥ Riyāḍ al-ṢāliḥīnIbn al-'Uthaymin

If, however, disagreement arises, the safest course is to return to the Sunnah, which stipulates that one should not exceed thirteen rakʿahs. ʿĀʾishah was asked, “How did the Prophet—peace and blessings be upon him—pray during Ramadan?” She replied, “In Ramadan and at other times he never exceeded eleven rakʿahs.”

When there is no disagreement, a person may pray twenty-three rakʿahs or even more, so long as the congregation has not asked for the prayer to be shortened. If they do request a shorter prayer, then let it not exceed eleven, or at most thirteen, rakʿahs.

Allah is the One who grants success.
