Sharḥ Riyāḍ al-ṢāliḥīnIbn al-'Uthaymin

211 – ʿAbd Allāh ibn ʿAmr ibn al-ʿĀṣ (may Allah be pleased with them both) related that the Prophet ﷺ said, “A Muslim is the one from whose tongue and hand other Muslims are safe, and a muhājir (emigrant) is the one who abandons whatever Allah has forbidden.” Agreed upon.

Explanation
The author—may Allah have mercy on him—cites the report of ʿAbd Allāh ibn ʿAmr ibn al-ʿĀṣ (may Allah be pleased with them both): the Prophet ﷺ said, “A Muslim is the one from whose tongue and hand the Muslims are safe, and a muhājir is the one who forsakes what Allah has prohibited.”

The word “Muslim” is used with several meanings. One of them is “the one who surrenders”; anyone who yields to another is called a muslim. That is one interpretation of Allah’s words: “The Bedouins say, ‘We believe.’ Say: You have not believed; rather say, ‘We have submitted’” (al-Ḥujurāt 49:14)—meaning, “We have surrendered and did not fight you.” The second interpretation of the verse is that the intended Islam here is submission to Allah Himself, and that is the sound view.

Another usage of the term “Islam” refers to the five fundamentals which the Prophet ﷺ set out for Gabriel when he asked about Islam. He said: “It is to testify that there is no deity worthy of worship but Allah and that Muhammad is the Messenger of Allah; to establish the prayer; to pay the zakah; to fast in Ramadan; and to make pilgrimage to the House.”
