Sharḥ Riyāḍ al-ṢāliḥīnIbn al-'Uthaymin

Second: Refraining from harm—meaning both verbal and physical harm.
Verbal harm is to speak about a person as he passes, or later to engage in backbiting and tale-bearing about him.
Physical harm is to inconvenience him in the roadway, filling the path until the pedestrians are hurt and cannot get through except with strain and hardship.

Third: Returning the greeting of peace. If someone offers you the salutation, then answer him; this is one of the road’s rights. The sunnah is that the passer-by greets those who are seated, so when he does so, respond to his greeting.

Fourth: Enjoining what is right. “Right” (maʿrūf) is everything Allah the Exalted has commanded and everything His Messenger ﷺ has commanded. Therefore, enjoin it. If you see anyone falling short, whether a passer-by or someone else, bid him to what is right, urge him toward good, and encourage him to pursue it.

Fifth: Forbidding what is wrong. If you observe someone going by while committing a wrong—for example, smoking or similar offenses—then forbid him from it; this too is the road’s right.

In this hadith the Prophet ﷺ warns the Muslims against sitting along the roads, and if they must do so, they are required to give the road its due.

The right of the road comprises five matters that the Prophet ﷺ enumerated: “lowering the gaze, refraining from harm, returning the greeting of peace, enjoining what is right, and forbidding what is wrong.” These are the duties owed to the roadway by anyone who sits there, as the Prophet ﷺ explained. Allah is the One who grants success.
