An Account of What the Verses in the Book of Allah, Exalted is He, and the reports related from the Messenger of Allah, peace and blessings be upon him, the Companions, and the Successors indicate: that Allah truly spoke the Quran; that He sent it down upon Muhammad, peace and blessings be upon him; that He commanded him to challenge people with it and to call them to it; and that it is truly the Quran—recited in places of prayer, written in copies of the Quran, and preserved in the hearts of men. It is not a mere narration of the Quran, nor an expression of it. It is one Quran, neither created, made, nor produced. Rather, it is an attribute of His Essence; He has always spoken it. Whoever says otherwise is a disbeliever, astray and leading others astray, an innovator, and one who opposes the doctrines of the Sunnah and the community.
