Among the scholars of Khurasan was Ishaq ibn Ibrahim ibn Makhlad, known as Ibn Rahawayh. He was asked about a man who says, “The Quran is the speech of Allah,” and then suspends judgment. He replied: “In my view, he is worse than one who says that it is created, because others may follow his example.” This was narrated from him by Harb ibn Isma'il al-Kirmani. In the narration of Ahmad ibn Salamah from him, he said: “Whoever suspends judgment is likewise [to be regarded].” He denounced him in the strongest terms and said: “He is misguided and leads others astray.”
540 — It is reported from Muhammad ibn Yahya al-Dhuhli: “Whoever suspends judgment concerning the Quran has the same standing as one who claims that the Quran is created.” It is likewise reported from 'Ali ibn Habib al-Balkhi; 'Abd ibn Wahb al-Balkhi; Muhammad ibn Yahya al-Balkhi; 'Abdah ibn 'Abd al-Rahim al-Marwazi; Abu Ja'far Muhammad ibn Mihran al-Jammal al-Razi; Sulayman ibn Ma'bad al-Marwazi; Ahmad ibn al-Sabbah ⦗363⦘, known as Ibn Abi Shurayh; Muhammad ibn 'Isa al-Damaghani; Harun ibn Hayyan al-Qazwini; 'Abd Allah ibn Ahmad ibn Shabbuyah; Abu Husayn ibn Yahya al-Razi; Ibrahim ibn Yusuf al-Balkhi; Muhammad ibn Fudayl al-Balkhi, the worshipper; Ahmad ibn Ya'qub al-Balkhi; Ahmad ibn Mansur al-Marwazi; Abu Harun Muhammad ibn Khalid ibn Yazid al-Khazzar al-Razi; Mu'an ibn Muhammad ibn Makhlad al-Nasawi; Khazim ibn Yahya al-Hulwani; Ahmad ibn 'Abd Allah al-Sha'rani; Muhammad ibn Dawud Abu Nasr al-Taymi al-Simnani; Mahmud ibn Khalid al-Khaniqini; and Harb ibn Isma'il al-Kirmani:
541 — “Indeed, whoever doubts concerning the Quran is a disbeliever or a Jahmi.” Some of them said: “Worse than a Jahmi.”
