They said: The indication that it is verbal affirmation by the tongue is His saying: “The Bedouins say, ‘We believe.’ Say, ‘You do not believe; rather, say, “We have submitted,”’” [al-Hujurat 49:14]; and what has been narrated from the Prophet ﷺ: “I have been commanded to fight the people until they say: ‘There is no god but Allah.’ When they say it, they safeguard from me their blood and their property, except by its due right.”
