Reports narrated from the Prophet, peace and blessings be upon him, showing that Islam is broader in scope than faith, while faith is more specific than Islam.
Allah, Exalted is He, says:
“The Bedouins say, ‘We believe.’ Say, ‘You have not believed; rather, say, “We have submitted,” for faith has not yet entered your hearts.’” [al-Hujurat 49:14]
1493 — Al-Zuhri said: “Faith is action, whereas Islam is the verbal declaration.” It is also reported from al-Hasan and Muhammad ibn Sirin that they were reluctant to say, “a believer,” and would say, “a Muslim.” ⦗893⦘ This was likewise the view of the jurists Hammad ibn Zayd, Muhammad ibn ‘Abd al-Rahman ibn Abi Dhi’b, and Ahmad ibn Hanbal.
