A man from the people of Khurasan sent a letter asking Abu Thawr, and he replied:
“You asked—may Allah have mercy on you—who the Qadariyyah are. The Qadariyyah are those who say: ‘Allah did not create the deeds of His servants, nor did He decree the sins for His servants or create them.’ Such people are Qadariyyah: one must not pray behind them, visit their sick, or attend their funerals. They are to be called upon to repent from this assertion; if they repent, [well and good], but otherwise their heads are to be struck off.
“This is because Allah is the Creator of all things. He says: ‘Indeed, We have created all things according to a measure.’ [Surah al-Qamar 54:49] Whoever claims that any of the servants’ deeds are not created is thereby astray, for he is claiming that he creates his own act. Things are of two kinds: either an accident or a body. Whoever claims that he creates a body or an accident has committed disbelief.”
