78—Abdullah ibn Salih mentioned it: Mu'awiyah ibn Salih narrated to us; Ali ibn Abi Talhah narrated to us, from Ibn Abbas, concerning His saying:
“And those in authority among you.” [Al-Nisa 4:59]
That is, the people of jurisprudence and religion, and those obedient to Allah who teach people the meanings of their religion, enjoin what is right upon them, and forbid them from what is wrong. Thus Allah, glorified be He, made obedience to them obligatory upon His servants.
٧٨ - ذَكَرَهُ عَبْدُ اللَّهِ بْنُ صَالِحٍ ثنا مُعَاوِيَةُ بْنُ صَالِحٍ , ثنا عَلِيُّ بْنُ أَبِي طَلْحَةَ , عَنِ ابْنِ عَبَّاسٍ فِي قَوْلِهِ: ﴿وَأُولِي الْأَمْرِ مِنْكُمْ﴾ [النساء: ٥٩] «يَعْنِي أَهْلَ الْفِقْهِ وَالدِّينِ , وَأَهْلَ طَاعَةِ اللَّهِ الَّذِينَ يُعَلِّمُونَ النَّاسَ مَعَانِيَ دِينِهِمْ , وَيَأْمُرُونَهُمْ بِالْمَعْرُوفِ وَيَنْهَوْنَهُمْ عَنِ الْمُنْكَرِ , فَأَوْجَبَ اللَّهُ سُبْحَانَهُ طَاعَتَهُمْ عَلَى عِبَادِهِ»
