The hadith indicates that he—peace and blessings be upon him—would perform the regular sunnah prayer of Fajr together with the obligatory Fajr prayer while traveling.
It also establishes that it is prescribed to perform it when the Fajr prayer has been missed at its proper time. One begins with the regular sunnah prayer of Fajr and then performs the obligatory Fajr prayer, just as the Messenger of Allah—peace and blessings be upon him—did.
Second: Its Description and Virtue
The regular sunnah prayer of Fajr consists of two rak‘ahs performed before the obligatory Fajr prayer. Several hadiths have been reported concerning its virtue, including the following:
A) Aisha reported that the Prophet—peace and blessings be upon him—said: “The two rak‘ahs of Fajr are better than this world and all that it contains. [They are dearer to me than the entire world.]” Narrated by Muslim. (1)
The hadith indicates that the two rak‘ahs of Fajr are recommended and encourages their performance.
