—whether its permissibility or its prohibition. Whoever denies such a matter is considered a disbeliever in Allah and an apostate from the religion of Islam. This ruling holds true in every age until the Hour is established, for the dictates of the religion remain firm, constant and enduring from the moment Allah sent Muhammad ﷺ until the Day of Resurrection; they neither change nor are they altered.

Migration to the Lands of Islam
Question: What is the meaning of Allah’s statement, “Whoever migrates for the sake of Allah will find on the earth many places of refuge and abundance” (4:100), and what is the ruling concerning someone who wishes to emigrate to an Islamic land but is unable to do so for various reasons?
Answer: Allah, exalted is He, has promised the one who emigrates for His sake.
The emigrant (muhājir) is the person who leaves the lands of disbelief for the lands of Islam in order to safeguard his religion, intending to practise his faith among the Muslims and escape from the lands of unbelief and misguidance. Whoever sets out with this intention has been promised by Allah that He will grant him a land where he can uphold his religion, for the earth of Allah is vast, as He, the Most High, says: “And Allah’s earth is spacious—indeed, the patient will be given their reward without measure” (39:10); and, “O My believing servants, My earth is spacious, so worship Me alone” (29:56), and in other similar verses. The legally prescribed hijrah (emigration) is exactly what we have mentioned: that a person seeks to flee with his faith from the lands of disbelief to the lands of Islam. Such a person is the one to whom Allah has promised good in this world and the Hereafter.
Question: What is the meaning of His statement, “will find on the earth many places of refuge” (4:100)?
