Sharh Thalathat al-UsulSalih Al-Fawzan

And His statement, exalted is He:

“O My servants who have believed, My earth is indeed vast; so worship Me alone.” [al-ʿAnkabūt: 56].

Al-Baghawī (may Allah have mercy on him) said: The occasion for the revelation of this verse was

Abandoning hijra means neglecting an obligatory act; the person is therefore sinful, yet he does not leave Islam, though a stern warning awaits him. In the very next verse Allah identifies the excuse that lifts the obligation: “Except for the truly helpless—men, women, and children…”; al-wildan refers to small children. “Who cannot devise a plan” indicates they possess no practical means, while “nor can they find a way” means they do not know the road to the city of the Prophet. Since hijra requires travel, ignorance of the route could lead to ruin en route. Their excuse thus rests on two factors: (1) lack of any capacity or resources, and (2) lack of knowledge of a safe path. Even if material means were available, not knowing the way or lacking a guide is a valid exemption. By contrast, whoever has the means and knows the route has no excuse at all.
