ʿAbd Allah narrated to us; my father narrated to me; Hushaym narrated to us; Mansur informed us, from al-Hasan: A delegation came to a governor appointed by ʿUmar ibn al-Khattab—may Allah have mercy on him. The governor granted stipends to the Arabs but withheld them from the mawālī (non-Arab Muslim clients). When news of this reached ʿUmar, he wrote to him: “It is enough of an evil for a believer that he should look down upon his Muslim brother.”
