55 – ʿAbd Allah narrated to us; he said: Hārūn ibn ʿAbd Allah narrated to me; he said: Maʿn ibn ʿĪsā informed us; he said: Mālik ibn Anas narrated to us, from Ismāʿīl ibn Abī Ḥakīm, who told him that he heard ʿUmar ibn ʿAbd al-ʿAzīz say: “He used to say, ‘Allah does not punish the general populace for the sin of a select few; but when an act of evil is done openly, they all become deserving of the punishment.’”
٥٥ - حَدَّثَنَا عَبْدُ اللَّهِ قَالَ: حَدَّثَنِي هَارُونُ بْنُ عَبْدِ اللَّهِ، قَالَ: أَخْبَرَنَا مَعْنُ بْنُ عِيسَى، قَالَ: حَدَّثَنَا مَالِكُ بْنُ أَنَسٍ، عَنْ إِسْمَاعِيلَ بْنِ أَبِي حَكِيمٍ، أَنَّهُ أَخْبَرَهُ، أَنَّهُ، سَمِعَ عُمَرَ بْنَ عَبْدِ الْعَزِيزِ، يَقُولُ: " كَانَ يَقُولُ: إِنَّ اللَّهَ ﵎ لَا يُعَذِّبُ الْعَامَّةَ بِذَنْبِ الْخَاصَّةِ، وَلَكِنْ إِذَا عُمِلَ الْمُنْكَرُ جِهَارًا اسْتَحَقُّوا الْعُقُوبَةَ كُلُّهُمْ "
