The heretics cast doubt on His saying,
"The believing men and believing women are allies of one another" …
Regarding His words,
"The believing men and believing women are allies of one another" ⦗al-Tawbah 9:71⦘,
and His words in another verse,
"Those who have believed yet have not emigrated—you have no duty of loyalty toward them until they emigrate" ⦗al-Anfāl 8:72⦘,
it may appear to someone unfamiliar with the intended meaning that these passages contradict one another.2
(2) Al-Shanqiti, may Allah have mercy on him, said: Concerning the Almighty’s words, “wa-alladhina amanu wa lam yuhajiru ma lakum min walayatihim min shay’in hatta yuhajiru” (Those who believed but did not emigrate—you have no bond of guardianship with them whatsoever until they emigrate) [al-Anfal 8:72].
This noble verse indicates that whoever fails to perform the hijra enjoys no walaya (legal bond or mutual support) with the believers until he does so. Another verse might seem to convey the opposite: “al-mu’minuna wa’l-mu’minatu ba‘duhum awliya’u ba‘d” (Believing men and believing women are allies of one another) [al-Tawba 9:71], whose apparent wording affirms the walaya of all believers without exception.
The answer is twofold:
1. The walaya negated in the verse from al-Anfal refers specifically to inheritance. That is, you have no share in their estate until they emigrate. The Muhajirun and the Ansar used to inherit from one another on the basis of the brotherhood the Prophet, peace be upon him, had established between them; thus, if a Muhajir died, his Ansari brother inherited from him instead of his fellow believer who had remained in Mecca, until this ruling was abrogated by the verse: “wa-ulu’l-arhami ba‘duhum awla bi-ba‘d” (Blood relatives are nearer to one another [with respect to inheritance]) [al-Ahzab 33:6].
This interpretation is transmitted from Ibn Abbas, Mujahid and Qatada, as reported by Abu Hayyan and Ibn Jarir =
{وَالْمُؤْمِنُونَ وَالْمُؤْمِنَاتُ بَعْضُهُمْ أَوْلِيَاءُ بَعْضٍ}
...
{وَالْمُؤْمِنُونَ وَالْمُؤْمِنَاتُ بَعْضُهُمْ أَوْلِيَاءُ بَعْضٍ}
.
{وَالَّذِينَ آمَنُوا وَلَمْ يُهَاجَرُوا مَا لَكُمْ مِنْ وَلايَتِهِمْ مِنْ شَيْءٍ حَتَّى يُهَاجِرُوا}
.
