Al-Rad 'ala al-JahmiyaAhmad Ibn Hanbal

They replied, “He is beneath the seventh earth just as He is upon the Throne; indeed, He is upon the Throne, in the heavens, on the earth—everywhere. No place is devoid of Him, nor is He confined to one location rather than another.”

Then they recited the verse:

“He is Allah in the heavens and on earth” (Sūrah al-Anʿām 6:3).

With Allah’s permission, the full clarification of this verse will follow later under Sūrah al-Aʿrāf.

(1) Al-Shanqiti—may Allah have mercy on him—writes in Adwa al-Bayan, 2/139-140: In this noble verse the scholars mention three possible explanations, each one corroborated elsewhere in the Quran. 1. First view: “He is Allah in the heavens and on the earth” means that He is the only true deity worshipped in the heavens and on the earth, for He alone deserves worship everywhere. In this reading the clause “He knows…” is taken as a circumstantial phrase or a fresh predicate. The meaning is clarified by the verse: “He is the One who is god in the heaven and god on the earth” (al-Zukhruf 84)—that is, the One rightly worshipped in both realms. The unbelievers’ worship of other beings is of no avail; it will only lead them to eternal Hell, for their claimed deities are not partners of Allah, exalted be He: “They are nothing but names you and your fathers invented; Allah has sent down no authority for them” (al-Najm 23); “Those whom they invoke besides Allah follow nothing but conjecture; they only guess” (Yunus 66). This is the clearest interpretation and was preferred by al-Qurtubi. 2. Second view: the phrase “in the heavens and on the earth” is linked to “He knows”: “He is Allah; He knows your secrets in the heavens and on the earth.” This sense is supported by: “Say: It has been sent down by Him who knows the secret in the heavens and the earth” (al-Furqan 6). Al-Nahas, cited by al-Qurtubi, judged this explanation to be one of the best. 3. Third view, chosen by Ibn Jarir: the stop comes after “in the heavens,” while “and on the earth” belongs with what follows—“He knows your secret and your open speech on the earth.” According to this view, Allah is *mustawin* (established) upon His Throne above all creation, yet He fully knows the hidden and manifest deeds of the people of the earth; nothing is concealed from Him. This is confirmed by: “Do you feel secure that the One who is in the heaven will not cause the earth to swallow you… or send against you a sand-storm?” (al-Mulk 16-17); “The All-Merciful is established upon the Throne” (Ta Ha 5); along with: “He is with you wherever you may be” (al-Hadid 4) and “We shall recount to them with knowledge, for We were never absent” (al-Araf 7).
