Likewise, He said, “To Allah belongs the command, before and after” (30:4). That is, the utterance is His—prior to the creation and after it. Thus Allah both creates and commands, and His speech is not part of His creation.
He also said, “That is the command of Allah which He has sent down to you” (65:5), and, “Then, when Our command came and the oven overflowed” (11:40).

وقال:
{لِلَّهِ الأَمْرُ مِنْ قَبْلُ وَمِنْ بَعْدُ}
[الروم: ٤]

يقول:
لله القول من قبل الخلق، ومن بعد الخلق.
فالله يخلق ويأمر وقوله غير خلقه.
وقال:
{ذَلِكَ أَمْرُ اللَّهِ أَنزَلَهُ إِلَيْكُمْ}
[الطلاق: ٥]
