Al-Irshad ila Sahih al-ItiqadSalih Al-Fawzan

about which something should be said, yet he keeps silent. Allah Almighty will say to him on the Day of Resurrection, “What kept you from speaking about such-and-such?” He will reply, “The fear of people.” Allah will say, “I was more entitled to be feared.”

The third category of fear is natural fear: being afraid of an enemy, a predatory animal, and the like. This is not blameworthy, as the Exalted said about Moses, peace be upon him, “So he left the city fearful and on the alert” (28:21).1

As for the first category—covert fear—it is among the greatest acts of worship and must be devoted solely to Allah, and the second category likewise is one of the duties and perfections of worship.

The meaning of His words, “It is only Satan who instills fear of his allies” (3:175),2 is that he frightens you by means of his allies. The command “So do not fear them; fear Me” is a prohibition from Allah to the believers against fearing anyone besides Him and an injunction that they restrict their fear to Him alone. When they devote their fear—and every form of worship—exclusively to Him, He grants them what they seek and protects them from what they dread. The Most High says, “Is not Allah sufficient for His servant? Yet they threaten you with those they worship instead of Him” (39:36).3

Imam Ibn al-Qayyim said, “Among the schemes of the enemy of Allah is that he frightens the believers with his troops and partisans so that they will neither fight them nor enjoin good nor forbid evil. Allah, Exalted is He, has informed us that this is part of Satan’s plotting and intimidation and has forbidden us to fear them. The stronger a servant’s faith becomes, the more the fear of Satan’s allies departs from him; and the weaker his faith, the stronger his fear of them.”

The Exalted also says, “Only those who believe in Allah and the Last Day, establish the prayer, give the zakat, and fear none but Allah are the ones who shall maintain the mosques of Allah; such people are expected to be among the rightly guided” (9:18).4

Thus He, glorified be He, informs us that the mosques of Allah are maintained only by those who believe in Allah and the Last
