Furthermore, there is the ḥadith of Muʿādh ibn Jabal, who relates that the Messenger of Allah ﷺ combined the two prayers during the Tabūk campaign while the army was encamped and not on the move. Ibn Shihāb said: “I asked Sālim ibn ʿAbd Allāh, ‘Is it permissible to combine the two prayers while travelling?’”
