I have never heard of any Makkan who performed qirān.”
Another scholar said, “In the matter of qirān, a resident of Mecca is no different from anyone else. If a Makkan combines ʿUmrah with Hajj, he must assume ihram from outside the Sacred Precinct. If he is not performing qirān, he may assume ihram from Mecca itself; and were he to begin ihram outside the Haram, it would do him no harm, for he has merely covered extra distance.”
Yet another view holds that there is no objection to a Makkan qārin entering ihram from Mecca. The first opinion is the report transmitted from—and preferred by—Ibn al-Qāsim, because an ʿUmrah may be entered upon only from beyond the Haram boundaries.
