As for the second principle—devoting worship to Allah alone, which encompasses belief in both divine law and divine decree—we say:

It is essential to believe in Allah’s creation and command. We must believe that Allah is the Creator, Lord, and Sovereign of all things; that He has power over all things; that whatever He wills comes to pass, and whatever He does not will does not come to pass; and that there is no might or power except through Allah. He knew what would happen before it happened, ordained all decrees, and recorded them wherever He willed. As the Most High says:

“Do you not know that Allah knows what is in heaven and earth? Indeed, that is in a Record. Indeed, that is easy for Allah.”

It is reported in the authentic collection that the Prophet, may Allah bless him and grant him peace, said:

“Allah ordained the destinies of all creatures fifty thousand years before He created the heavens and the earth, and His Throne was upon the water.”

We must also believe that Allah commanded that He alone be worshipped, without any partner, just as He created the jinn and humankind to worship Him. For this purpose He sent His messengers and revealed His books. Worship of Him entails
