For this reason, the Book of Allah is comprehensive, as the Prophet, peace and blessings be upon him, said:

“I have been given concise, comprehensive speech.”

Allah Most High says:

“A Book, mutually consistent and oft-repeated.”

Its mutual consistency concerns its parallels, while its repetition concerns its categories, for the dual form can signify repetition in general. This interpretation has been given to His words:

“Look again, twice over.”

Likewise, Hudhayfah said, “Between the two prostrations, we used to say: ‘My Lord, forgive me; my Lord, forgive me.’” Similarly, one says, “I did this time after time.” Thus, doubling an expression can signify repetition, for number denotes what exceeds one, beginning with two. Likewise, “I folded the garment” can refer to folding it just twice or to folding it any number of times.

The whole Quran is mutually consistent: its parts confirm one another and are not discordant. Rather, every report and command in it accords with its reports, because both share a single purpose, and because the reality to which existing things ultimately refer is one. Since the realities sought and those that exist have a single source—Allah, glorified be He—truthful discourse about them, whether reporting or commanding, is mutually consistent. It is not discordant and contradictory, as is found in the speech of most people. Even their great authors say something and then contradict it.

The whole Quran is also oft-repeated, because all the different categories are fully covered within it. Allah says:

“And of everything We created pairs.”

Mentioning both members of a pair constitutes such repetition. Describing realities as they are, so that a thing receives the same judgment as its counterpart—a judgment concerning the single meaning they share, whether expressed as a statement or a directive—is mutually consistent discourse. Thus, it is mutually consistent and oft-repeated.
