“And who brings forth pasture.”
He is described by each of these attributes and praised and extolled for it. Each of these attributes warrants such praise.

Allah Most High says:
“Who created and proportioned.”
He mentions creation and proportioning without restriction, rather than confining them to mankind. Likewise, His subsequent words, “And who determined and guided,” are unrestricted. This unrestricted wording therefore excludes no created thing from its scope.
Moses, peace be upon him, made its comprehensive scope clear when he said:
“Our Lord is He who gave each thing its form, then guided it.”
He also mentions this specifically in relation to mankind, saying:
“O man, what has deceived you concerning your Lord, the Generous,
who created you, proportioned you, and balanced you?”
He combines unrestricted wording with wording restricted to mankind in the first revelation of the Quran, namely His words:
“Recite in the name of your Lord who created—
created man from a clinging substance.
Recite, and your Lord is the Most Generous—
who taught by the pen—
taught man that which he knew not.”
In all these verses—those with unrestricted wording, those with restricted wording, and those combining both—He mentions His creation, followed by His guidance and teaching, just as He says in this surah:
“Who created and proportioned,
and who determined and guided.”
