His words:

“Who created and proportioned,”
“and Who ordained and guided.”

Coordination entails that the two conjoined elements share in what is stated, while differing either in identity or in attributes.

Difference in identity is common, as in His words:

“Indeed, those who believe, those who are Jews, the Sabians, the Christians, the Magians, and those who associate partners with Allah.”

Difference in attributes, however, is exemplified by the verse under discussion. The One who created and proportioned is the very One who ordained and guided; yet the name and attribute expressed in the first description differ from those expressed in the second.

Another example is His statement:

“He is the First and the Last, the Most High and the Most Near.”

Likewise, His words:

“Those who believe in the unseen,”

through to His words:

“And those who believe in what has been revealed to you and what was revealed before you.”

And His words:

“But those among them who are firmly grounded in knowledge, and the believers, believe in what has been revealed to you and what was revealed before you—those who establish prayer, give zakah, and believe in Allah and the Last Day.”

And His words:

“Successful indeed are the believers,”
“those who are humble in their prayers,”
“and those who turn away from idle talk.”

And His words:

“Except those who pray,”
“those who are constant in their prayers.”
