Moses as a light and guidance for mankind?’”—up to His words:

“And this is a blessed Book which We have sent down, confirming what came before it.”

This and similar passages, in which the Torah is mentioned alongside the Quran and singled out for mention, clarify what the scholars have stated: the Torah is the foundation, while the Gospel follows it in many rulings, although it differs from it in some.

For this reason, He mentions the Gospel together with the Torah and the Quran in passages such as:

“He has sent down to you the Book in truth, confirming what came before it; and He sent down the Torah and the Gospel previously, as guidance for mankind, and He sent down the Criterion.”

He also says:

“A true promise binding upon Him in the Torah, the Gospel, and the Quran.”

Thus, He sometimes mentions all three, and sometimes mentions the Quran together with the Torah alone. There is an underlying reason for this: the Gospel is an independent foundation in one respect and follows the Torah in another. The Quran’s relationship to the Torah is different: it is an independent foundation in every respect. Indeed, it stands as a guardian over the scriptures that preceded it, even though it agrees with the Torah in the foundations of religion and its books of law. And Allah knows best.
