so the believers are included both in the address “O mankind!” and in the address “O you who believe!”
Calling to Allah therefore entails enjoining everything Allah has commanded and forbidding everything He has prohibited. This is enjoining all that is right and forbidding all that is wrong. The Messenger, peace and blessings be upon him, fulfilled this call: he commanded people to do everything Allah had commanded and forbade them everything Allah had prohibited. He enjoined all that is right and forbade all that is wrong.
Allah Most High says:
“My mercy encompasses all things. I will decree it for those who fear Me and give zakah, and those who believe in Our signs—those who follow the Messenger, the unlettered Prophet, whom they find mentioned in the Torah and the Gospel they possess. He enjoins upon them what is right and forbids them what is wrong, makes lawful for them good things and forbids them evil things.”
His call to Allah was by His permission; he did not institute any religion that Allah had not authorized. As Allah Most High says:
“Indeed, We have sent you as a witness, a bearer of glad tidings and a warner, and as one who calls to Allah by His permission, and as an illuminating lamp.”
This contrasts with those whom He censured in His words:
“Or do they have partners who have prescribed for them in religion that which Allah has not authorized?”
Allah Most High also says:
“Say, ‘Have you considered the provision Allah has sent down for you, some of which you have declared unlawful and some lawful?’ Say, ‘Has Allah given you permission, or are you fabricating lies against Allah?’”
