Majmu' al-FatawaIbn Taimiya

It has thus been made clear that His words, “it is from yourself,” encompass both the punishments for deeds and the deeds themselves, even though all are decreed by Allah.

The Qadariyyah cannot use this verse as evidence for several reasons.

One is that they say a person’s action—whether good or evil—comes from him, not from Allah. Rather, Allah has given each person the capacity to perform both good and evil deeds. In their view, however, one person originates a will by which he performs good deeds, while another originates a will by which he performs evil deeds. Neither, according to them, is brought into being by the Lord.

The Quran distinguishes between good and evil, whereas they make no distinction between good and evil deeds except in relation to the divine command—not on the basis that Allah creates good deeds within a person but not evil deeds. Rather, in their view, He creates neither.

Some of them, however, say that He brings into being those good and evil deeds that constitute recompense, as Ahl al-Sunnah also say.
