I say:

He also says at the end of the surah:

“So let those who oppose his command beware, lest a trial afflict them or a painful punishment befall them.”

And Allah Most High says:

“And what will make you realize that even if it came, they would not believe?”

“And We will turn their hearts and their eyes away, just as they did not believe in it the first time.”

And Allah Most High says:

“Indeed, those of you who turned away on the day the two armies met—it was Satan who caused them to slip because of some of what they had earned. But Allah has certainly pardoned them.”

And Allah Most High says:

“And when Moses said to his people, ‘O my people, why do you hurt me when you know that I am Allah’s Messenger to you?’ Then when they deviated, Allah caused their hearts to deviate. And Allah does not guide the defiantly disobedient people.”

The passage continues to His words:

“And who is more unjust than one who invents a lie about Allah while being called to Islam? And Allah does not guide the wrongdoing people.”

And Allah Most High says:

“And they say, ‘Our hearts are covered.’ Rather, Allah has cursed them for their disbelief, so little do they believe.”

Allah Most High also says:

“And their saying, ‘Our hearts are covered.’ Rather, Allah has sealed them because of their disbelief, so they believe only a little.”

And Allah Most High says:

“So the disbeliever was confounded. And Allah does not guide the wrongdoing people.”

And Allah Most High says:

“And on the day of Hunayn, when your great numbers impressed you, yet they availed you nothing, and the earth, despite its vastness, seemed to close in upon you; then you turned your backs in retreat.”

“Then Allah sent down His tranquillity upon His Messenger and upon the believers, and sent down forces you did not see, and punished those who disbelieved.”

And Allah Most High says concerning both categories:

“When your Lord revealed to the angels, ‘I am with you, so make those who believe stand firm. I will cast terror into the hearts of those who disbelieve, so strike above their necks
