The same applies to His words:
“But Allah bears witness to what He has sent down to you; He has sent it down with His knowledge. The angels too bear witness, and Allah suffices as a witness.”
His testimony concerning what He sent down to the Messenger is His testimony that Allah sent it down from Himself and that He sent it down with His knowledge. Whatever information it contains comes from Allah’s knowledge, not from anyone beneath Him. This is like His words:
“If they do not respond to you, then know that it has been sent down only with Allah’s knowledge.”
The meaning is not merely that what He sent down is known to Him, for all things are known to Him, and that alone does not establish that they are true. Rather, the meaning is that He sent it down containing His knowledge, just as one says that someone speaks with knowledge or makes statements with knowledge. Thus He, glorified be He, sent it down with His knowledge, as He says:
“Say: It was sent down by Him who knows the secrets of the heavens and the earth.”
He did not say, “He spoke it with His knowledge,” for that would not convey that it had been sent down to earth. Thus, when He says:
“He has sent it down with His knowledge,”
this entails that the Quran sent down to earth contains Allah’s knowledge, as He says:
“Whoever disputes with you concerning him after the knowledge that has come to you…”
This entails that it is the speech of Allah Himself: it came down from Him, not from anyone else. For none other than Allah knows the knowledge within Allah Himself—and His Self is His essence
