Another occurrence of the term ta’wīl (fulfilment) in the Quran is in His words, Exalted is He:

“Rather, they have denied what they have not fully comprehended and whose fulfilment has not yet come to them.”

The pronoun refers to the Quran, or to “what they have not fully comprehended,” which itself refers to the Quran. He, Exalted is He, says:

“This Quran could not have been fabricated by anyone other than Allah. Rather, it is a confirmation of what came before it and a detailed exposition of the Book, in which there is no doubt, from the Lord of all worlds.

“Or do they say, ‘He fabricated it’? Say, ‘Then produce a surah like it, and call upon whomever you can besides Allah, if you are truthful.’

“Rather, they have denied what they have not fully comprehended and whose fulfilment has not yet come to them. Those before them likewise denied; so see what was the fate of the wrongdoers.

“Among them are those who believe in it, and among them are those who do not believe in it. Your Lord knows best those who spread corruption.”

He, Glorified is He, thus states that this Quran could not have been fabricated by anyone other than Allah. This construction indicates the impossibility of what is negated, as in His words:

“Your Lord would not destroy towns unjustly,”

and His words:

“Allah would not punish them while you were among them.”

For created beings are incapable of producing anything like it. He challenged them and demanded this of them when He said:

“Or do they say, ‘He fabricated it’? Say, ‘Then produce a surah like it, and call upon whomever you can besides Allah, if you are truthful.’”

This challenge exposes the inability of all created beings.

He, Exalted is He, says:

“Rather, it is a confirmation of what came before it,”

meaning that it confirms what came before it;

“and a detailed exposition of the Book,”

meaning that it explains the Book in detail. He thus states that it confirms what came before it and is a detailed exposition of the Book. “Book” is a generic term. He challenged those who said, “He fabricated it,” and showed that they themselves are
