Many Muslims who adhere to religious innovations—including the Rāfidah, the Jahmiyyah, and others—have travelled to the lands of the unbelievers, where great numbers embraced Islam through them and benefited thereby. They became Muslims who adhered to religious innovations, which was better than remaining unbelievers. Likewise, a ruler may undertake a military campaign in which he wrongs both Muslims and unbelievers, thereby incurring sin. Nevertheless, it may benefit many people who were unbelievers and then became Muslims. Compared with the conduct of someone who fulfils his duty, this is an evil; for those unbelievers, however, it is a good.
Likewise, people may hear weak hadiths concerning encouragement and warning, virtues, legal rulings, and stories, and thereby move to something better than their former condition, even when those reports are false. This resembles a man who embraces Islam out of desire for worldly gain and fear of the sword. Once he has embraced Islam and spent a long time among Muslims, faith enters his heart. The very humbling of the unbelief he had followed, his subjugation, and his coming under Muslim rule are better than his remaining an unbeliever. He has thus moved to something better than his former condition, and the evil in which he lived has diminished. Then, if Allah wills to guide him, He places faith in his heart.
Allah Most High sent the messengers to secure benefits and perfect them, and to eliminate harms and reduce them. The Prophet, may Allah bless him and grant him peace, called people to faith to the fullest extent possible
