Majmu' al-FatawaIbn Taimiya

For this reason, the early generations of the Muslim community and its leading scholars agreed that the Quran recited by Muslims is the speech of Allah Most High. None of them said that the voices of His servants or the ink in copies of the Quran is eternal, although they all agreed that what is written between the two covers of the Quran is Allah’s speech. The Prophet, may Allah bless him and grant him peace, said:

“Beautify the Quran with your voices.”

Thus, the speech that Muslims recite is Allah’s speech, while the voices with which they recite it are their own. And Allah knows best.
