Majmu' al-FatawaIbn Taimiya

the Prophet, may Allah bless him and grant him peace:

“Actions are judged by intentions, and each person will have only what he intended”—when people hear this from the one conveying it, they say: “This is a hadith of Allah’s Messenger, may Allah bless him and grant him peace; these are the words of Allah’s Messenger, may Allah bless him and grant him peace.” If the one conveying it were to say, “These are my words and my speech,” people would declare him a liar, knowing that speech belongs to the one who first uttered and originated it, not to someone who merely transmits it as a narrator and conveyor. If this is understood when conveying the speech of a created being, how can it not be understood when conveying the speech of the Creator, whose speech has an even greater right not to be attributed to anyone other than the Creator, exalted and sublime is He?

The Most High has stated that it was sent down from Him, saying:

“Those to whom We have given the Scripture know that it has been sent down from your Lord in truth.”

He also says:

“Hā Mīm. A revelation from the Most Merciful, the Especially Merciful.”

“Hā Mīm. The revelation of the Book is from Allah, the Almighty, the All-Wise.”

Gabriel, Allah’s messenger from among the angels, brought it to Allah’s Messenger from among mankind, may Allah bless him and grant him peace. Allah chooses messengers from among the angels and from among mankind, and both convey it, as He says:

“O Messenger, convey what has been sent down to you from your Lord.”

He also says:

“Except a messenger whom He has chosen; then He appoints guards before him and behind him, so that He may know that they have conveyed the messages of their Lord.”

Nevertheless, it is Allah’s speech. Neither Gabriel nor Muhammad has any role in it beyond conveying and delivering it. Likewise, those who teach it in our time and those who recite it, whether during prayer or outside prayer, do no more than that: they have originated none of its letters or meanings. Allah Most High says:

“When you recite the Quran, seek refuge with Allah from
