Majmu' al-FatawaIbn Taimiya

Allah the reverence He is due when they said, ‘Allah has not sent down anything to any human being.’” He continues until He says:

“Who is more unjust than someone who fabricates a lie against Allah, or says, ‘Revelation has come to me,’ when nothing has been revealed to him, or someone who says, ‘I will send down the like of what Allah has sent down’?”

Allah thus mentions sending down the two Books—the Torah and the Quran—than which no Book sent down from Allah gives better guidance. He likewise mentions them together in His words:

“They said, ‘Two works of magic supporting one another!’ And they said, ‘We reject both.’”

“Say, ‘Then bring a Book from Allah that gives better guidance than these two, and I will follow it, if you are truthful.’”

Likewise, when the jinn listened to the Quran,

“They said, ‘O our people, we have heard a Book sent down after Moses’”—to the end of the verse.

Allah Most High also says:

“Say, ‘Consider: if it is from Allah and you disbelieve in it, while a witness from the Children of Israel testifies to its like and believes’”.

Hence, when the Negus heard the Quran, he said: “This and what Moses brought surely come from the same source.” Then Allah Most High describes the liar and the false claimant to prophethood, saying:

“Who is more unjust than someone who fabricates a lie against Allah, or says, ‘Revelation has come to me,’ when nothing has been revealed to him, or someone who says, ‘I will send down the like of what Allah has sent down’?”

Here He mentions together someone who attributes his fabrications to Allah and someone who claims to receive revelation without specifying who revealed it. Anyone claiming revelation necessarily falls into one of these two categories. The “second category” includes someone who falsely claims to have seen something in a dream
