Allah Most High has described the reprehensibility of the disbelievers’ deeds before the messenger came to them, as in His words to Moses:
“Go to Pharaoh, for he has transgressed. And say, ‘Would you be willing to purify yourself, and let me guide you to your Lord so that you may fear Him?’”
He also said:
“Indeed, Pharaoh exalted himself in the land and divided its people into factions, oppressing one group among them, slaughtering their sons and keeping their women alive. Indeed, he was one of those who spread corruption. And We intended to bestow favor upon those who were oppressed in the land, to make them leaders, to make them inheritors, and to establish them in the land.”
This describes his condition before Moses was born and while he was still a child, before he brought Pharaoh a message: Pharaoh was already a tyrant who spread corruption.
Allah Most High also said:
“And We had already bestowed favor upon you once before, when We inspired your mother with what We inspired: ‘Place him in the chest and cast it into the river. Then let the river cast him onto the bank, where an enemy of Mine and his will take him.’”
That was Pharaoh. Thus, he was already an enemy of Allah at that time, although the message had not yet reached him.
