who do not belong to the eight categories; by the consensus of the Muslims, it is not permissible to give these people zakat.

If these people say to someone, “Give to us, or I will inflict harm on you,” devils may indeed help them harm some people by Allah’s decree and predestination. But this happens to those who depart from the law brought by Muhammad (may Allah bless him and grant him peace), such as people of immorality and religious innovation who do not perform the five daily prayers or regard as forbidden what Allah and His Messenger have forbidden. Some of these people have gained power over them because of their sins and misdeeds.

As for those who carry out what Allah and His Messenger have commanded, including the five daily prayers and other duties, and devote their religion sincerely to Allah—calling upon Allah alone, worshipping none besides Him, making vows only to Allah, and regarding as forbidden what Allah and His Messenger have forbidden—they are Allah’s victorious host and His successful party, for He strengthens them and grants them victory.

These believers defeat the devils of those misguided people. When these believers are present and seek Allah’s help, those people cannot manifest any of those satanic states; rather, those devils flee from the believers. These people themselves acknowledge this, saying:

“Our states have no effect in the presence of those who adhere to the Book and Sunnah. They take effect only in the presence of those who are not like them, whether Bedouins, Turks, ordinary people, or others.”

These are people of misguidance and error who must be forbidden from such conduct, called upon to repent, prevented from obeying Satan and from polytheism, religious innovation, and immorality, and commanded to do what
