Any heretic who supposes that this signifies his approval of the disbelievers’ religion is among the most mendacious and disbelieving of people. The same applies to anyone who supposes that His words, “Your Lord has decreed,” mean “predestined,” that whatever Allah, glorified be He, decrees must occur, and thus claims that idol worshippers have worshipped none but Allah. Such a person is among the greatest disbelievers in the Scriptures.

As for “sending forth,” Allah Most High says concerning sending forth pertaining to the created order:

“When the first of the two promises came to pass, We sent against you servants of Ours endowed with great might, who swept through your homes. It was a promise fulfilled.”

Concerning sending forth pertaining to religion, He says:

“It is He who sent among the unlettered a Messenger from among themselves, reciting His verses to them, purifying them, and teaching them the Book and wisdom.”

Allah Most High says:

“We certainly sent a messenger to every nation, saying, ‘Worship Allah and shun false gods.’”

As for “sending,” He says concerning sending pertaining to the created order:

“Do you not see that We have sent the devils against the disbelievers, inciting them relentlessly?”

Allah Most High also says:

“It is He who sends the winds bearing glad tidings ahead of His mercy.”

Concerning sending pertaining to religion, He says:

“We have sent you as a witness, a bearer of glad tidings, and a warner.”

Allah Most High also says:

“We sent Noah to his people.”

Allah Most High also says:

“We have sent to you a Messenger as a witness over you, just as We sent a messenger to Pharaoh.”

Allah Most High also says:

“Allah chooses messengers from among the angels and from among mankind.”

As for “making,” He says concerning that which pertains to the created order:

“We made them leaders calling
