Shaykh al-Islām said:

I have mentioned elsewhere that the Qadariyyah are “of three types”: “polytheistic Qadariyyah,” “Magian Qadariyyah,” and “Iblīs-like Qadariyyah.”

The first are those who acknowledge divine decree and predestination and claim that this accords with divine commands and prohibitions. They say:

“Had Allah willed, neither we nor our forefathers would have associated partners with Him, nor would we have forbidden anything”—and so on, in Sūrat al-An‘ām.

“And those who associated partners with Allah said, ‘Had Allah willed, we would not have worshipped anything besides Him’”—in Sūrat al-Nahl.

And in Sūrat al-Zukhruf:

“And they said, ‘Had the Most Merciful willed, we would not have worshipped them.’”

Their position ultimately leads to nullifying the revealed laws, commands, and prohibitions, while acknowledging Allah’s universal lordship over every creature, and that there is no creature but that my Lord holds it by its forelock. This frequently afflicts groups among the Sufis and the fuqarā (the poor)—whether as a belief or a state—until some of them go so far as to permit forbidden things, dispense with obligations, and abolish
