Majmu' al-FatawaIbn Taimiya

He was also asked:
“Did Allah Most High will disobedience from His creation or not?”

He replied:
The term “will” has two possible meanings: it may refer to His willing what He creates, or to His love and approval of what He commands.

If the questioner means that He loves acts of disobedience, approves of them, and commands them, then He does not will them in this sense. Allah does not love corruption, does not approve of disbelief for His servants, and does not command indecency. Rather, He said concerning what He has forbidden:

“All the evil in that is hateful to your Lord.”

But if he means that these acts are among the things Allah has willed and created, then Allah is the Creator of all things. Whatever He wills comes to pass, and whatever He does not will does not come to pass. Nothing exists except what He wills.

Allah has mentioned in one passage that He wills them, and in another that He does not will them. The former means that He willed their creation; the latter means that, in terms of His commands, He neither loves nor approves of them. As He Most High said:

“Whoever Allah wills to guide, He opens his heart to Islam; and whoever He wills to lead astray, He makes his heart tight and constricted.”

Noah said:

“My advice will not benefit you, even if I wish to advise you, if Allah wills to lead you astray. He is your Lord.”

Concerning the second meaning, He said:

“Allah intends ease for you and does not intend for you
